Of course politicians know. They are not stupid, they want the excuse for not doing what they should but to do what they want.
They have the perceptions that the public they represent is stupid because we too often neglect to make them accountable for their actions. They pay more attention to special interests that pull their strings under the table.
So, in a way it does make us stupid.
