Although the component companies are selected by a committee there are a number of criteria used.

Minimum market capitalization of US$50 million
Minimum daily trading liquidity of US$50,000.
Listed on the TSX, TXV-V, NYSE, NYSE.A, NASDAQ
Focused primarily on exploration
