Any company with 400 employees (at probably minimum wage) generating only 1 million dollars a month in revenue is well below par. This amount of employees should be generating 3 million dollars a month. (even if you wheelbarrowed the ore to the plant.)

Why so many employees?
What gives?
Prospective shareholders want productividity from the field and also from the office.
Forget what's in the ground and get on with raising the productividty levels.
Once this is achieved, the share price will move up accordingly.
