Let's not forget that the buyers (the Chinese) are in control and can play around the way they want. The cartel of bullion banks can only win as long as the Chinese let them.

If the Chinese are looking to add to their bullion purchases, wouldn't they have the same goal (keeping the POG low) as the cartel of bullion banks?
