In other words "Ponzi" schemes are o.k. when run by Government or Banks, but illegal if run by individuals. Seems kind of a double standard if you ask me!

Is that because we vote in governments and they in turn legalize banks and other departments with something less than ethical laws etc?

No wonder the Government needs a "written code of ethics"!
