The US government has substantially increased the number of soldiers at its Fort Bliss Army Base in El Paso over the past year. It appears that they are quite concerned with the expanding lawlessness in the 1.3 million residing population just across the border in Juarez. http://www.ajc.com/services/content/...
In the past a significant amount of tax revenue flowed into Mexico's Treasury from their Cantarell oil fields. The fields for the past few years have been in decline and the governments shrinking revenues and the resulting revenue deficiencies are expected to accelerate. Just this year alone, production is forecast to be decline another 14% or so from Cantarell. Going forward into 2010 and beyond the production from all their oil fields is expected to dive even further.
With increasing unrest in Juarez accounting for mounting deaths along with the governement's inability, as a result of shrinking federal revenues, to provide some support and aid to the that lawless city, I can understand how a report could be issued concerning Mexico's internal stability, especially released in a paper just across the Rio Grande River from this melting pot.
