You could use the attached official form to file your complaint or enforcement tip with the SEC e.g. concerning the Comex manipulative concentration (essentially one bank only: JP Morgan) or naked short selling through Canadian conduits. The timing is appropriate to put some pressure on the SEC to at last act and assume its role as "independent" regulator and enforce its own existing regulations rather than being an accessory to a crime.
In this way your complaint cannot be outright rejected and ignored.
