I'm afraid authorities are going to have a very hard job getting day traders to stop buying in the am and selling in the pm, (the action that takes the share price down late in the day if its been trading up before). Those trading actions become most obvious where there's light trading volume, and manipulations ie trading games become most evident.

Market makers make a market..when buying volume dries up they attempt to take the share price down to recreate a tradeable market..authorities will have a hard job stopping that a well. JMO.
