I presume the short interest % given do not include naked shorts figures but given the insignificant short % the naked shorts should be low as well.

The interesting speculation is what is the ultimate motivation of the SEC to publicly declare protection exclusively to this select group and enforce its own existing regulations only to these few entities, some of which are not even U.S. companies.
