Looks like I missed some goings on this evening. Seems not much of relevance though from others comments.

So lets clear-up this question of naked shorting in Canada and it's usefullness. Naked short selling is completely legal in Canada, unlike the US, and many know this. This is no deep dark secret. The only difference with regular shorting is you don't have the borrow and the counter party will want the stock tranction to settle in which case you have to cover or get the borrowed stock. It can take from actual settlement day, 3 days, to weeks sometimes before the counter party presses the issue on a naked short and wants delivery of the stock they purchased. This above appliers to anyone selling stock although some institutions are long only funds and others where shorting is allowed have internal rules on the borrow being required while others still have no rules like many hedge funds. Lots of hedge funds have multiple accounts on the street and when forced to cover a naked short at one account just go short at another account immediately.

BTW, the reporting requirements are the same whether naked shorting or shorting and it's easy to make sure nothing shows up on the biweekly reporting. I also note that new shorts tend to show-up on time but when shorts are covered the reporting can be slower and take an extra 2 week reporting period to show itself. That's it for me tonight.
