I beleive that infrastructure for mining is within the provincial jurisdiction. the Ring of Fire is in Northern Ontario. GNH is in Quebec. Ontario would have to have a plan similar to the Plan Nord in Quebec.

I do not beleivethe Federal budget will address this type of infrastructure.
