This is more than just a story about an incompetent tax lawyer pursued by the N-dippers appointed by the presiding conservative government to run the mint. It sheds some light on how the mint functions as a tax haven.
Why appoint a lawyer - whose expertise is in tax havens for the rich - to run the Mint? That's because the Mint wants to issue ETR's, and needs Sprott's help to fill out the requirement. Sprott also needs a tax haven for its bullion ETF at the same time. So they also involve TD Securities to issue the securities.
Arcane tax laws left over from a time when gold was used as a monetary measure that counts unrefined gold production bars as money - literally digging money out of the ground - to swap cash for the commodity lets the whole thing function. Sprott can list the bars held at the mint even though they are yet to be delivered. Very likely both Sprott and the mint have filled their requirement.
But TD Securities has a burgeoning equity swap(a short poison) with a massive notional held against GBN.V shares. So it's agreed that a scorched earth policy is employed. This results eventually in a no-bid stock. Sprott, TD, The Mint and GBN.V all sit on the board formed to see this thing constructed.
Very possibly the federal government is trying to rebuild gold resrves in Canada to shore up foreign exchange value in the loonie - remains to be seen.
You can presume an expansion of the programme, but political circumstances may endanger the deal. Just the same, tearing page out of the N-dippers playbook will not resolve the conservatives chronic problems.
Calulated based on $440/oz. 'cost to mine', costs are 60-70k oz. per year, the Mint receives 60-70k oz. per year, and The Contribution to Sprott is around 130-150k oz. per year.
