In studying the Star Lake Mine and concluding that the Star Lake Mine and Fork Lake deposit are synonymous, a strong analogy can be drawn with the Komis deposit and it's neighbour, the EP Zone.
The EP Zone does not consist of solely a near surface open pit pay streak with a few thousand ounces. There is also a very high grade underground deposit extending along a nearly perpendicular trend to the Komis deposit. Much like Star Lake is perpendicular to the main trend of the Fork Lake deposit.
From the satellite photos, you would conclude that a major underground operation is being implemented on a Nortwest-Southeast trend extending 500m from the northernmost drilling to the southernmost clearings for drilling, making it a mine perhaps very similar to the Roy Lloyd.
There is a concentrating mill being built(2013), which would have likely gone into production by the end of calendar 2013. This is all completely unannounced. There is scant information on developments for this underground mine.
There is a large shed covering the mine portal, with as least as many vehicles as you would find in any other location where mining is actively going on. This is the focus of operations, not the open pit mine proposed, although that will come later.
Concentrates can be hauled to the Jolu Mill via gold concentrate trucks.
How Do They Lie?
It's now a matter of figuring out how they lied to investors. The Q1 fiscal 2011 MD&A lets you in on exactly what they intend. They met with the goal of producing 70000 oz. per year.(I believe it was more like 82000 oz. per year.)
Since the bulk of 'refurbishment' dollars went into constructing the Star Lake Mill unannounced, they will have added 300tpd. As they indicated with the concentrating mill in the Star Lake location.
The EP Zone location also has a mill in construction(or really, in operation by now) with another 300 tpd. The size of these concentrating mills gives away the grade of both the Star Lake/Fork Lake Mine, and the EP Zone mine, that they have to have a grade in excess of 1oz. per tonne.
But they may have also let it slip that they actually commenced production at the beginning of fiscal 2010 in spring of 2009 rather than in calendar year 2010, and only declared commercial production later.

How are they able to minimize tailings deposition?
They are able to minimize tailings deposition by CONCENTRATING. The Jolu Mill is a concentrating mill, as well as both the Star lake mill, and the EP Zone mill.
Concentration of the ore can result in 100:1 concentration.

How are concentrates shipped?
Concentrates are shipped as part of a normal procedure in mining where infrastructure is at a distance from the deposit via rail, truck or pipeline.
