I also assume that a full year of production was achieved by the third quarter, and due to very auspicious moves by company officials, and that satellite photos suddenly appeared when they were restricted, is that the company is in a construction phase by expanding the mill to a 3000tpd operation.

All you need to do is take off the back(North) wall, and lengthen the building. You would not build an entirely new mill, since permitting would just take too long. Although the company has not tabled a 43-101 for an expansion, perhaps it need only be disclosed for the end of the fiscal year.

Some of the other activity reported in quarterly reports are just as easily part of an expansion process as they are for a cleanup phase.
