Terraserver has released the Aug. 10, 2014 coverage over the Mallard Lake area.
The Jolu Mill, centered on the ore stockpile. You can see that the stockpile has increased just under the edge of cloud cover, and that there appears to be many vehicles parked at the facilities:
Mallard Lake is being used as effluent management, meaning tailings are being deposited into the former lake, and that no open pit is being used on the Decade en echelon veins that run under the former lake. That also means that the mill was in operation when the company insisted that the project was in care and MTCE.
Decade will probably be an underground operation, going on underneath the tailings.
Plus this also means that the approval for tailings deposition is in order and that the onsite visit by regulators to the prospect has long been over.
Further to this there does not appear to be any outflow into the above-ground facility. There also does not appear to be any construction under way, meaning that the capital raise by escrowing production from stockpiled ore at virtually zero cost is the focus of operations.
In order to expand operations, the company must submit a 43-101 report on the expansion plans. They must also square the balance sheet, disclosing how much capital was raised and how much revenu was made through marketable securities which should have been completed last year at the end of the fiscal year.
