The following article sound altogether very familiar, though I would say that you cannot possibly 'sweeten the pot' by discovering a base metals mine with gold by-product should a devaluation ensue:

I had long wondered just why there were no mines in Saskatchewan when there are clearly gold prospects in the province.

At issue in the 1970's to development in Saskatchewan were provincial royalties that were not tax deductible in federal taxes, effectively closing exploration to a prospective area. This was during the Trudeau era.

The first mines were only started in the 1980's, which closed due to lack of capital investment, and a declining gold price.

Only sporadic development occurred, but as they had mentioned in the Northern Miner, the sell-side won out during the '80's, and during the '90's, it was the gold price decline.
