Venezuelan government cares nothing for GRZ shareholders.
They want to remain in power and to do that they need votes.
Votes come from contented voters.
Voters are content if they have decent enough jobs to put bread on the table.
GRZ and KRY have the potential to put some of that bread into the mouths that most need it and not pollute the hell out of the region.
The pressure on Ortega seems to fortell a desire for a favourable decision.
The JV feelers towards Doug regardig Las Cristinas is just another element of same.

The best opportunity to get most credit for action is just before any election.
Hence stems my argument for the time line.
