I think it has been a general rule that when hubs are quiet/waiting for news things are more relaxed. In my mind that is how our communities/members have grown close and ideas are shared. There have been some exceptions to this, and I won't name hubs, but at times strong personalities duke it out over all sorts of issues and that is when things have to get tight and regimented....sometimes with Agora's help. When info. is flowing, banter is limited. Most of the time members police themselves. There is a fine line between a Yahoo/SH-like board and one that is so controlled that it ceases to be a pleasure to participate.
