Hi, Coyote and thanks for the question. The IP Tool can not provide us with certainty that one person is using multiple aliases for the reasons mentioned above. Specifically, it could also be:
For example, a few months back, I was testing our mobile log-in from a couple of different mobile phones. At the same time, I was also logging in using our Facebook log-in system. It turns out I shared an IP with a pretty bad basher who must have been using the same mobile network from Rogers.
As such, we can't conclude with certainty - BUT that additional IP information definitely helps make a better assessment. In my case (hypothetically), if we were both bashing the same company and using the same kind of arguments, you could report it and have admin take a closer look for other similar patterns (voting, violations, etc.)
If we came to the conclusion the aliases were one and the same beyond a reasonable doubt, we would warn and possibly terminate one/both aliases.
