That in fact is the problem as you state, and the reason my request is to not allow star voting until becoming a treas rank.

2. Unlimited Posting
3. Unlimited Member Rating
4. 10 Private Messages Per Day
5. Unlimited Report Violation

Mail Room

1. Limited Posting
   • Unlimited Member Rating
   • Unlimited Post Recommendations
2. Limited Report Violation

IMO, mail room with unlimited member rating is the issue.
