You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
Agora will probably answer you next week, but IMO, it is not a requirement to be a HL at another place, to start a new Hub, and in fact I, I have seen people start a Hub and volunteer to be a HL upfront.
If I were you, wanting to start a new Hub, I'd give those "instructions" when you apply for it. I don't see a reason they would deny you.
