You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
I understand that there is a need for new members to contribute, perhaps looking at their score would be a better way to go about it. If they have a negative score, then they should have their account limited, or sent to AGO admin for review at the least.
If, like Joeybell and Plunder, many of their posts are flagged and deleted, then action taken to ban them benefits all concerned.
