If that short position was not created on the 13th, I am sure they would have covered on the 16th. 

If it was created on the 13th, they would ahve had a few more days of suspense but they would have covered after that.

Why do people short penny stocks anyway? Was FNC's rise to 5.5 cents that outrageous?

I would expect a much greater short position should FNC maintain its SP until the end of the month.
