Yes, that could be true, the top could have anomalous grades of whatever mineral and 10 m down there is nothing. Geologically the reverse could also be present, so at best what one sees on or near surface is not very relevent re what is below. Glaciers have scrubbed this area for millions of years, only drill results can establish mineral grades at depth.
