I just noticed the “Key Developments” section of the Pangang Group page on the “Bloomberg Businessweek” website.
http://investing.businessweek.com/research/stocks/private/snapshot.asp?privcapId=20357771
“Pangang Group Vanadium Titanium and Resources Co., Ltd., Special/Extraordinary Shareholders Meeting, Sep 25, 2014., at 14:50 China Standard Time. Agenda: To consider the registration and issuance of commercial papers; and to consider the company to provide financial aid to another company.”
I presume the nature of the “commercial papers” and the name of company that was to be provided “financial aid” are being kept out of the news media because there’s a related financial transaction that hasn’t been finalized yet. It’s possible Pangang Group cannot negotiate important financial transactions without a number of technical preapprovals from their shareholders beforehand.
