Just to add something to your comment, Lar. Quebec is indeed very proactive as regards to infrastructures to the North. For instance, a 300MM$ all-weather road extension has just started to the Renard diamonds project (T-SWY) north of Mistassini Lake with the help of Quebec. Stornaway will contribute 44MM$ financed by government on a ten-year period payable from the mine opening. Maintenance to be shared by company up to 5000$ per KM. This will be a 250 Kms long road way up north, and it should also be a first-class gravel road!
I suspect Ontario government to adopt something like a 'Plan Nord' soon! Some words could will be heard in the next budget... Perhaps some words ...in mandarin???
(The Route 167 Extension is of special attention to me, since I used to work 3 summers as a student at a camp just a few steps from the dead-end of this road, across the Temiscamie River. Boy, do I recall the incredible fishing sessions I had there!!!)
