The reason for this is that Fancamp has been incorporated under the BC Companies Act. So the head office has to be in BC. An outside office may be set outside of the Province, but head office cannot move outside BC boundaruies. The info on the incorproation jurisdiction of a corporation is usually posted on the very first note of the Financial Statements (that you can find at sedar.com)
KWG has the same 'problem'. Being incorporated under the Quebec Loi sur les compagnies, it must have its head office in Quebec, which is in Montreal. But the 'real' office is in Toronto. Sharerolders meetings are held in Montreal, so Frank has to fly there once a year!
This situation may be a pain in the neck sometimes, and some provincial corporations find a way to convert into another jusrisdiction one, using sometimes complex and costly schemes.
Besides, a company incorporated on the federal level (CBC Act) may have (and move) its head office anywhere in Canada. Spider Resources is one example of such a corporation, as well as Canada Chrome Corp. You will however not see much of them because the shareholders rights are usually more 'mothered' (protected) under CBC Act. This situation has begun to change under new provincial laws, and the provincial corporate legislations are becoming more and more resembling the federal one. Quebec new Companies Act is on this path, and should be in force in just a few months ahead.
