Financing??

Is this supposed to be good news? I understand that the company missed the boat the last time when its stock ran above 2$/share but announcing a financing at such a deep discount seems ill concieved? NOT was trading at its high of the day and now who wants in on FNC when the warrants are at .80 cents??? I am confused!
