Excellent question.

My guess is, they were not offered the opportunity or would prefer a straightforward jv with Noront committing to drilling up the property.

Shareholders don't have the same rights/contol that a jv partner gets in writing. If it was me I'd rather agree to spend 4 million over a period of time in exchange for percentage of what's turned up.
