People who engage in arbitrage are called arbitrageurs – such as a bank or brokerage firm, a.k.a. backroom boys :)

There’s not much chance for that to happen. For one thing the spread is very narrow, for the other you always have to factor in the cost of the currency exchange.

Anyway, it can’t be done before July 29 2013.
