Thats because at the time of the release, it was flowing 50 mcf/day of gas and 3000 barrels a day of water. The only way they would have revenue is if they got into the BBQ tank filling business!

This small quantity of gas is probably being flared, meaning not only do they have to pay to dispose of 3000 barrels a day of water, but they also have to pay royalties.
