Yes. The JV area production license is for everything below 2800 meters. The Algyo is above that. Of course thats irrelevant for the Mindszent well, since it's not inside the JV area.

MOL & Exxon don't even have a production license on their land yet, so they can test the Algyo under the exploration licenses, just like Falcon could if they wanted to on their land...FO's exploration licenses are still valid until the end of the year.
