The other side of the coin is that ukraine has stolen gas bound for Europe, does not want to pay market prices, it does not pay its bills, is late on payments and does not think it should pay for fines, and would like instead to be given preferential treatment (lower gas prices than its european neighbours) as it used to get when it was part of the USSR. But who kowns, may be your local paper reporter is right.
