With all due respect, Koetjeboe, no one knows the Russian oligarchs (i.e. white collar criminals) better than John Helmer (so I disagree with you). John Helmer is the longest serving Western correspondent in Moscow. Of course, not all Russian businessmen are crooks, but unethical practices are far too common (what can you expect after 80+ years of corrupt communism, built on a lie?!). Just look at the ethical rankings of countries, and you will find Russia pretty low.

While you are right about corruption on Wall Street, but at least some of the crooks end up in jail (e.g. Bernie Madoff, Bernie Ebbers, Enron, Lehman Brothers, JP Morgan, etc).
