You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
Frank, do they get fined for not filing on time and if so, is it a lot ? And is that the extent of it, if they file it within say a week or two after the date ?
Personally I don't see this as a big issue, unless the financials were terrible. And that does not sound like the case here at all.
