I am surprized that the SP has gone sideways, maybe the SP is being capped until the PP is done so as not to affect the PP being done @ .20, if the SP popped into the .30's it may have caused the PP to be renegotiated, don't know just a thought but once in production the market cap will be multiples of todays SP.
