Kathy Hochul has already adopted ELVA into the NY State's Clean and Green Energy program. As in most Wall Street outlooks the "not sure if the funding will be successful" is boiler plate language for risk associated with any negoitiation and is responsible corporate speak.    

Look like anything else in life there are always people who are worrywarts, bending themselves into pretzels before any outcome is announced, then there a people like me that take what comes when it comes; in this case since the odds have greatly shifted into a higher pecentage of achieving relative succcess from the worries of going bunko, to when will they do this or do that, the best is yet to come especially with many of the other satellites in the EV Battery gold rush burning out.
