It looks like Tata wants to enter the California market by trying to tap into the $11 billion US tax payers money. The plant is too far away from Europe so it does not make sense for the European markets since the Li-ION batteries have to built close to the assembly plant to be cost effective (keep in mind it is already expensive). It is interesting to see the next move by Tata on the American and even the Canadian markets.
It looks like this is a factory that builds batteries according to specifications given out by Tata (and Miljøbil). It looks Electrovaya more and more focus on offering the know-how and technology but the actual manufacturing goes somewhere else. The approach is less risky since it requires much less capital to build plants on its own.
