I think the answer to your question lays in the fact that Chavez only had to grab the oil infrastructure that was in place, and then just keep pumping the oil....

If Ecuador wanted to nationalize something, it will have to be a real asset that is in operation, that the country could just march in and take over!

Ecuador doesn't have the expertise or the financial status to really undertake the developement of a mine...let alone 2 or3 mines!

So the people and the government of Ecuador need the foreign miners just as bad as the miners need the minerals that Ecuador has.

They just need to get their new laws in place, so that they can "get this show on the road" as fast as possible to start gaining revenues from the miners....
