You really never know how negotiations on the permits will go. Shutting down the operation saves the environment and puts a large work force out on the street. The present economic value is dropped to zero as is all future area improvements through investment.
Depending on which side of the coin is more important to the local parties, the decision will be made and the effects will be felt by all people invested in that mining development and others such as Donner who would have to benefit greatly (IMHO) from an actual shut down.
Upside on junior mining ventures can come from unlikely situations and in this case I am happy I am invested in Donner.....
