Venezuela languidece bajo el aparato de represión de La Habana y los más de 60,000 cubanos que se encuentran en el país petrolero conforman una formidable fuerza de ocupación que conduce los destinos de la nación de acuerdo a los intereses de los hermanos Castro, afirmó el ex presidente del Consejo de Seguridad de la ONU, Diego Arria.

“Venezuela es un país ocupado. El régimen venezolano es una marioneta controlada por los cubanos. Ya no se trata de tutelaje cubano, se trata de control”, expresó Arria en una entrevista con El Nuevo Herald.

Y cualquier esfuerzo por recobrar la democracia venezolana comienza por restaurar la soberanía del país, enfatizó el diplomático.

“Venezuela está enfrentada en un combate por su independencia, para recuperar la independencia de la sociedad, de los ciudadanos, hasta la independencia por el derecho a la privacidad […] Sin la salida de los cubanos, no hay salida de la situación política”, sentenció.

Funcionarios del gobierno venezolano no respondieron a correos electrónicos enviados por El Nuevo Herald solicitando una entrevista.

Los cubanos comenzaron a llegar en la década pasada bajo los acuerdos de cooperación económica firmados por el fallecido presidente Hugo Chávez, en los que Venezuela se comprometió a entregar miles de millones de dólares en petróleo al año a cambio de los servicios de médicos y entrenadores deportivos.

Pero las delegaciones cubanas no solamente están en las clínicas y en las canchas deportivas.

Asesores de la isla también operan dentro de los cuarteles y de los aparatos de seguridad del régimen de Nicolás Maduro.

Agentes de inteligencia y militares venezolanos dijeron recientemente a El Nuevo Herald que militares cubanos fueron quienes diseñaron la reestructuración de los organismos de inteligencia de Venezuela y que las instrucciones que imparten dentro de estos organismos son tratados como si provinieran de la alta cúpula del gobierno.

“Los cubanos toman decisiones dentro de la Dirección General de Contrainteligencia Militar. Se le presta mucha atención a las sugerencias y comentarios que ellos hacen. Y ellos son los que gestionan los planes y diseñan la forma de acción que va a tomar la contrainteligencia con grupos opositores, estudiantes, en contra de todo”, dijo un oficial venezolano entrevistado recientemente.

“Son ellos los que dictan la forma de acción y ante todo, los métodos que se van a adoptar en cada caso”, agregó.

Arria dijo que el chavismo, bajo las instrucciones impartidas desde La Habana, ha institucionalizado el miedo en Venezuela, empleando los instrumentos de intimidación y control social que la isla perfeccionó a lo largo de los 54 años del castrismo.

Son instrumentos de control ciudadano que Cuba adquirió de la antigua Unión Soviética y luego mejoró con asistencia de los servicios de inteligencia de la Alemania Oriental, pero que ahora se han tornado en métodos muchos más eficaces gracias a la evolución de la tecnología, explicó.

“Ese control ciudadano, de cada individuo, es el que permite acorralar sectores de la población. En Venezuela, lo hicieron primero con la lista Tascón, y después con la lista Maisanta. El primer ensaño deapartheid político que se efectúa en América Latina”, comentó.

Esas listas recogían a los electores que se pronunciaron a favor de remover a Chávez del poder en un referendo revocatorio, quienes luego eran excluido de los programas sociales o de la posibilidad de obtener un cargo o algún contrato con el sector público.

Pero la base de datos en manos del régimen ahora es mucho más sofisticada, y lo que es peor, es información que maneja directamente el régimen de La Habana.

“Todos aparecen en esas listas. ¿Quieres comprar un carro? Allí está registrado, cualquier transacción que hagas está registrada. Ellos (los cubanos) saben tu dirección, saben si compraste un apartamento. Saben a qué colegios van tus hijos, saben si tienes pasaporte, y el número de tu cédula”, dijo.
