Agoracom said that they would reconsider such bans if the affected user contacts them and explains the situation.

Interesting question though if you are assigned a dynamic (rather than static) IP address and one of your neighbors gets banned and then that address ends up yours. :)

My guess is that it is more likely a multiple ID member who forgets which connections he used when banned.
