There is not much to really buy out. The facility has only some living quarters and some walls and guard towers. So, the facility and the contract could be bought out. KRY does not own the land.

All of the donated roads, housing, hospital and wastewater plant is just that - a Donation so there would be no reimbursement for those. Vens might want to purchase the equipment that is sitting on the docks here in the States, but I doubt that KRY would be open to giving that equipment up to the Vens after getting the shaft.
