The Bank of the South is a joke. No potential members have any significant ability to generate capital to fund it other than VZ, but they are too poorly run and spend all their money on social programs, so they depend on foreign capital to build their own infrastructure.

No serious country would put money in a "world bank" located in Caracas anyway. The Venezuelans can't even get out a couple of gold mining permits. LOL
