You ask a few questions and I'll give a shot on answering the second one, as to why the announcement of the KRY permit might be on Alo Presidente.
Back on Oct 11, Roy Carson, the VHeadlline guy, had an interview with Richard Gutierrez. During that interview, Gutierrez implied that a possible "event," to include Chavez, would showcase a ceremony to inaugaurate something (possibly housing built with KRY funds).
It was not very clear exactly when the event would actually occur, but some say it was supposed to be in Nov (no year was specified) because Gov Gomez had invited Chavez to his area to "inaugarate a number of social initiatives."
A whole lot of this was from putting together things said by different officials over some time, along with the usual smattering of rumor. Maybe someone else can add more details.
I personally feel the Alo Presidente announcement is highly possible, because Chavez is currently out and showing himself as a people person and a down-to-earth leader of the people. Plus, Chavez truly enjoys events and ceremony that show he is making conditions better for his people.
You really have to hand it to Chavez for getting out and sacrificing darn near every Sunday to rub elbows with the locals. I say this because I cannot remember the last time a politician, at least one in California (where I am located), got out and rubbed elbows with the taxpaying working person. I may not agree with Chavez's politics, but I do respect that fact that he appears to be a patriot of his people.
