Getting Citgo shares sold off to another partner does not have that much of a material impact as I see it.  The few billions it nets will be a drop in the bucket as to what VZ needs.  If the state deparment believes this in integral to VZ's revival, it is not.  PDVSA and investments that are needed there are what brings the money train.  Saudi does not refine and yet is flush with cash.  MHO.
