This looks like the last roadblock Venezuela can put up.  It's worrisome. 

Hopefully our side will get to present its argument: over $20 billion illegally taken by VZ from foreign companies who collectively spent tens of millions of dollars and many years in successful litigation.

Maduro calls the sale of Citgo "theft".  The Biden administration needs to know who actually committed the theft.
