 I think their deals with IMF is exhausted, so the only friends they have left is China, Russia or Iran. Maybe even USA if the deal is right. (For example, Maduro agrees to leave, which is not likely).  To these countries $4B is peanuts in exchange for their oil.

I'm positive they will come up with the money.
