The General License 5i is the one required to carry out any transaction involving assets owned 50%+ by the Venezuelan goverment. It is the same license KRY and the 2020 Bondholders need to get from OFAC before they can execute a collection judgement obtained from a federal court (e.g. DE Distrcit Court)
