ORAL ORDER: For the reasons stated on the record at the end of today's hearing, IT IS HEREBY ORDERED that the motion to stay pending appeal filed by Venezuela, PDVSA, PDVH, and CITGO (D.I. 242) is DENIED. ORDERED by Judge Leonard P. Stark on 3/16/21.
